As Katniss agrees to become the symbol of the revolution throughout Panem, the opportunity of revenge on the people who have hurt her the most becomes available. Katniss wishes to kill President Snow when he is found. The question of revenge is not really contemplated in her mind until the day that she stands before Snow with the opportunity to kill him. Katniss instead takes the chance to slay a rising president who Katniss believes will cause Panem more harm than help. The question of whether killing and revenge is justifiable is a main theme in many works of literature, such as Julius Caesar. Occasionally, the power of overbearing government leaders must be taken under control and that means taking the life of some.
When reading Mockingjay, the saying “Panem et Circenses” is written by Collins. This saying was used in Ancient Rome and translates to Bread and Circuses. Used as a strategy by Roman emperors, they believed that if you gave the masses and population food and entertainment, they will never rebel against the government. This is the main idea of Panem; the Capital population gets to view the games, which function as the circus while they are provided with every luxury possible. The districts form the pool form where they draw the unlucky players in the games. This brings Panem with population peace for a while, but in Mockingjay the masses begin to revolt against this unfair treatment.
A main theme that runs through the first two Hunger Games book and reappears in Mockingjay is the theme of oppression. The people in the districts are forced under a strict totalitarian - type of government. Living conditions on Panem are much less than desirable and the extents of poverty can be seen. The extents of oppression parallel the oppression seen in A Thousand Splendid Suns. Much like the population of Panem’s districts, Mariam and Laila must conform to the harsh rules of a dictator, Rasheed in A Thousand Splendid Suns and the Capital in the Hunger Games series. Finding the strength to break this oppression, Mariam and Laila finally break away from Rasheed. Katniss struggles to do the same but eventually finds her voice in the government of Panem.
